The 100:10:1 rule for forums, blogs and wikis

"The 100:10:1 rule relates to forums, blogs and wikis. The idea is that for every 100 users; 1 sets up the forum thread, blog or wiki page; 10 contribute by replying, commenting or making amendments, while the rest are passive consumers."
It's also referred to as the 90-9-1 Theory.
Is this approximately the case for the Shell wiki?
